Zico0: I guess, you buy the form which is a paper, and then yu fill the form, and then yu go to a cafe, there is when you will require a card to create an online identity using the form. If im right, my questions will be
where can i get DE forms?, since forms differ from cards
where can one get the cards?, when they are out
must one register with a cyber cafe?
