The cmds just got back from their coven meeting. They have harmonized to use workers outcry to force govt to release more funds. So they will hold on to salaries and allowances till you scream

Ubth benin only pays staff who are friends of the cmd' others are told shortfall is the cause. No promotion arrears payment since 2013. No employment since 2011.
