The Bill was proposed by him to alter the provisions of the Constitution of the Federal Republic of Nigeria,1999 in order to make basic education free, compulsory, and a fundamental human right of all citizens under chapter IV of the constitution; and all related matters. Rochas Okorocha's bill for Free Compulsory Education has made it to the constitution.
