As has been mentioned many times on the thread, you can include other supporting documents such as employment letter, promotion letters, pay slips, awards, business cards, photographs, etc. Also include any official communication you received form your employer stating that he wont issue the letter in the required format.

If you are the principal applicant, then your partner's work experience will not count if it wasn't obtained in Canada. It will only count if he/she is the PA or if the experience was/is in Canada whether or not he/she is the PA. Is this clear enough? If you are the PA, when creating your profile, answer 'No' to the question of work experience for your partner. Post-ITA, add the work experience under his/her personal profile and you won't be required to provide reference letters.

does my partner's work experience count? i would like to take it off as all her employers refused to give her reference letters. also, if i take it off what then would i say she was doing for 10 years after placing her education for 4 years, what can i say she was doing for 6 years?
