I have done the online application and made payment and book appointment. The next instruction is this:

"Instructions
Ensure that you verify the status of the application on the passport portal prior to your appointment date. You can verify your status: here
You must bring the following items for the appointment:
1. Vetted application form
2. Printout of appointment slip
3. For reissue, renewal, or change of data, the old passport booklet is mandatory.

I have booked an appointment and my application tracking system shows this (I attached an image)

My question is this:
1. Do I need to go for the appointment while the tracking is still at "Application received"
2. What do they mean by vetted application letter
