If they said that local govt can't sponsor you then let them pay the money into your account since the scholarship is given to you already. It will save you alot of trouble that way.

I have called the embassy several times they cant tell me if my Local Govt can be my sponsor they keep telling me to check the web,i have sent series of email and they have refused to reply, This Uk System is something Else even America and Canada is not as though as this, i will go ahead and apply and submit it with their bank statement
A Tier 4 (General) student can receive official financial sponsor from Her Majesty’s 172. Government, the Tier 4 (General) student’s home government, the British Council or any international organisation, international company, university or an Independent School.
If one can be sponsored by his company,Uncle, etc i think my Local GOVT can sponsor me, paying the money into my account they might think will abandon my education and run away with their money, you know how Govt thinks. i will go to my Local Govt before monday i will let u know the outcome

I'm pretty sure that your local govt will know exactly how to word those letters but all i can say is that you need two pieces documents from your local govt.

One is the scholarship award letter to you and another one is supporting letter addressed to the ECO from your local govt, confirming that you have been awarded a scholarship by them, details of the scholarship and reason(s) why you are the deserving winner of the scholarship. Both letters should state whether the scholarship is a full one or half scholarship, by that i mean whether the scholarship will cover all your school fees and maintenance fees or half of it.

Please JUSTWISE someone from the BCIE sent the email below but i totally do not agree with him

In this case they are referring to scholarship given to you by your school. Your school is referred to as Tie 4 sponsor

You do not need to provide any documents as evidence of this official financial sponsorship. If you do not know whether your CAS contains this information, you must ask your Tier 4 sponsor.

In any other circumstances where you are being given official financial sponsorship, you must provide send us a letter of confirmation from your official financial sponsor. The letter must be on the organisation's official letter-headed paper or stationery, and must bear the organisation's official stamp. It must show:

I don't really see the issue of 28days being applicable to a sponsor like local govt.

Reading through it again i noticed that you need evidence of money available to you as well as the letter as i stated before

The evidence of money held must be of cash funds in the bank (this includes savings 163. accounts and current accounts even when notice must be given), as a loan letter or official financial or government sponsorship available to the applicant. Other accounts or financial instruments such as shares, bonds, overdrafts, credit cards and pension funds are not acceptable, regardless of notice period.

Means i have to show bank statement, Am i right?

I have gone through the school website there is nothing useful there in regard the sponsorship stuff
and i have checked UKBA Tie 4 policy guidance they did not make mention of any financial documents that is needed to be submitted

One more thing. . . check your school website about payment system as regard to people being sponsored by an organisation or govt.

Thank You Justwise, I do not want to take any chances you are very familiar with VISA system, Do you know if they have any special requirement that i need to submit with my VISA application in this regards? Has it worked for any one you know? In tier 4 students requirement that you are familiar with is it possible to apply without the bank statement?

I have explained in details over and over to the Local Government that they have to attach their bank statement, they keep telling me that they will give me an award letter/scholarship letter that they will be sponsoring my education in the UK, that since it is my Home government that is sponsoring me that i do not need bank statement

I spoke to one PS in the local Government Secretariat, He said they don't give statement only letter stating that they are sponsoring me till the end of my course
