Always speak with intelligence.
There's no way crimes will fester without the locals enabling it. Ghanaians are way more crooked than Nigerians as they look for easy money. All you see in their TV stations are how to make quick money thru diabolical means. Infact things you can never watch or see in Nigeria TV stations is a norm in Ghana.
