I just checked now and the TBD means "To Be Decided". They have not fixed a venue for Oyo yet and when they do, it will be communicated to you guys.

The Login details were included in the email that was sent. Click on the first link (Link to Bookings), Use the candidate code as email/username, use the password as it is there and input your DOB and you'll get access.

Which venue were you given? Mine is Lagos State though. I'm also looking for an answer to how we can prepare. I don't know what to expect. I applied for ELTP Tech, please who has any idea of what it might be like please.
