Is your wife's sister now a PR holder? If your wife's sibling is now a PR holder you can claim points but if not they are inconsequential to your application and may give you more headache as CIC might require documents proving that relationship.
The only family members that can affect points are siblings of either the PA or spouse.

Good day house, it is so good to be here.... i am new in the house and i will like to get clarification on relation in canada... my wife's sister's husband's brother- can he be a relation by marriage to my wife. in simplicity- my wife's sister has a husband whose brother is resident in canada, this brother answers the same surname as my wife's sister, can this person be a relation by marriage? Your prompt response will be appreciated. Thank you
