· DEMANDS FOR THE FULL MOBILIZATION OF ALL ELIGIBLE GRADUATES

· REMOVAL OF THE COMPULSION PLACED ON THE SCHEME THEREBY MAKING IT VOLUNTARY

The Education Rights campaign (ERC) Ondo State Chapter condemns the slashing of the Prospective Corps Members (PCM) for the NYSC Batch B by 67%. We consider this as anti-student because many graduates of various institutions nationwide have already spent more than a year at home waiting to be mobilized for service. This is also related to the deliberate action of the government to
“kill” public education.

The NYSC, conceived in the aftermath of the 1967-1970 civil war with the objective of fostering national unity, is a mandatory scheme for graduates of higher institutions who are not more than the age of 30 without which they can neither proceed for postgraduate program nor seek employment. Consequently, by slashing the PCM,
thousands of graduates would be stranded at home, unable to either proceed to augment their qualifications or seek employment. This is unacceptable and we demand a retraction of the decision.

As an immediate step, the Education Rights Campaign (ERC) demands the full mobilization of all graduates
eligible for the Batch B national youth service scheme. Doing otherwise would amount to mortgaging the future of
the nation’s youth.

Furthermore, the idea of a compulsory national youth service that all persons must observe regardless of their
individual preference is undemocratic and consequently should not be tolerated under a purportedly democratic milieu. We therefore demand an amendment to the Act
setting up the NYSC to make it a voluntary service instead
of a mandatory scheme. This is necessary to ensure that those who do not wish to serve, regardless of whether or not they have attained the age of 30, can easily be exempted so they can proceed with their life.

We call on prospective Corp members to get organized and take to the street to express their dissatisfaction and anger. Mass meetings and peaceful protest marches should be
organized on campuses and to NYSC offices at the state capitals and the Federal Capital Territory (FCT) Abuja to
stop this attempt to mortgage our future. The Students Unions and the National Association of Nigerian Students (NANS) must play a central role in this mobilization by convening public meetings which should be opened to all students organizations, including left and socialist groups,
with a view to discussing strategy to defeat this policy. The labour movement especially the Nigeria Labour Congress (NLC), the Trade Union Congress (TUC) as well as staff
unions in higher institutions must speak up by condemning this policy and be prepared to take mass actions in solidarity with students if government refuses to reverse it.

Despite the N66.83bn budgetary allocation for NYSC, the frequent complaint has been inadequate funding which delayed the batch A stream B till July before being
mobilized and hence, forced the batch B PCMs to wait till November. In the same vein, the same excuse is also being canvassed to justify the slashing of batch B PCMs by 67% (2/3).

The outcome of this is that only 33% (1/3) of the eligible graduates from each tertiary institution nationwide would be mobilized this November while the remaining 67% (2/3)
will have to wait till 2017 before being mobilized meanwhile these set of students have spent more than a
year at home after graduation.

For instance, Nnamdi Azikwe Universty, on 4th of October, released an Internal Memorandum inviting deans of each
faculty for a balloting as the PCM of the institution has been slashed from 2,314 to 894. The future of the
graduates of the institution has been turned into a bazaar which requires balloting. Also at BOWEN University, reports on the 5th of October has also shown that the PPC of the institution has been reduced from 956 to 367 while the Obafemi Awolowo University (ACE ONDO extension inclusive) which has a minimum of 5,000 graduates will
have to mobilize less than 1,500 students.

Despite the challenges faced before and during the service program, the N19, 800 monthly allowance being paid to serving Corp members is too small to sustain them especially during this time of economic recession, deregulation of fuel price, naira devaluation, economic hardship and high cost of living. Even this amount is rarely paid without delays. This year, many Corp members were owed several months of their state allowances. Some state governments even stopped out rightly payment of the allowance citing economic recession.

Nigeria’s public education sector (which should be funded with at least 26% budgetary allocation as recommended by UNESCO) has continued to get worse and there has not been any plan(s) to resuscitate the sector. This trend, together with plans to sell national assets, is a clear
indication of the deficiencies of any government under the system of capitalism. This is why it is necessary, even as we continue to fight to defend the socio-economic rights of students and working people, to also build a political movement to overthrow capitalism and enthrone an equitable and democratic socialist society under which public education can be provided free and made accessible to all.

Hence, ERC frowns at the anti-students’ policies of the 43 years old scheme in its attempt to deprive the youths of their rights. We see no reason why the NYSC should not be
adequately funded as it serves as first-grade experience for fresh graduates in the labour market and no alternative
has yet been provided for the scheme.

We hereby demand, as a matter of urgency and necessity, the mobilization of all eligible graduates. Also, we demand the adequate funding of the scheme for proper and
functional running of the scheme, including the raising of the monthly allowance of serving Corp members to an amount capable of ensuring they enjoy a decent living standard during the period of service. Also, we demand the removal of the compulsion placed on NYSC.

House of Reps Reacts to NYSC Slashing

The House of Representatives on Tuesday, said it would investigate thereported undue reduction in the quota of students to be mobilized annually for the National Youth Service Corps (NYSC) scheme.

The resolution followed a motion under Matters of Urgent Public Importance by Reps. Raphael Igbokwe (PDP-Imo) and Babatunde Kolawole (APC-Ondo), which was unanimously adopted by members through a voice vote.

Moving the motion, Igbokwe expressed concern that NYSC had released a circular to mobilizing tertiary institutions to reduce their quota by almost 70 per cent.

He noted that the 2016 budget made provision for call-up of corps members with a shortfall of more than 50,000 students.

“The NYSC introduced three batches of NYSC to reduce the backlog of students due for National Youths Service Scheme,’’, he said, adding that the corps furthered reduced the batches to two.

The lawmaker said that the quota reduction would cause untold hardship on graduated students, if no action was taken.

In his remarks, Speaker of the House, Mr Yakubu Dogara, mandated the Committee on Youth Development to investigate the matter and report back to the house within one week.

*ERC calls for justice as Court sits on Case Challenging Rustication of ULSU leaders*

It is pertinent to make this call at this very crucial moment of history knowing fully well that the court of law is one of the avenues through which common people can seek justice.

It is inline with this knowledge that the ERC Lagos State chapter calls for justice as the case between the rusticated Unilag students and Unilag management comes up at the federal high court Ikoyi on Monday 10th of October, 2016.

ERC as we are known for, we campaign against anti-students policies and neo-liberal attacks on students and education workers by University management and government.This we have seen perpetrated by Unilag management, therefore we made bold to call for justice. It has once been said *"the greatest evils are the one's perpetrated under the shield of the law and in the name of justice".*

We believe if this attack on students can prevail at this peculiar time, by implications it means the society is gradually wrecking the students movements but before this happens we are crying out for justice in other to sustain the students movement.

We believe it is vital for all students, unions and pro-students organisations and civil society to support the struggle to reverse the victimizatiom of these ULSU leaders and restoration of the Students Union. If we are able to won this struggle, the victory is not for one but a victory for all. It will indeed be a victory for the students movement as a whole. it will give a beckon of hope to students and it will make university management desist from its neo-liberal attack.

LAUTECH CRISIS: WE CONDEMN ATTACK ON OSUN INDIGENES
--- For Immediate Payment of Workers' Salaries and Re- opening of the University
Campaign for Democratic and Workers' Rights (CDWR) condemns in its entirety the attack on Osun State indigenes working at Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, Oyo State; a University jointly owned by the governments of Oyo and Osun States.
The attack carried out by hoodlums allegedly sponsored by the Ogbomoso indigenes was as a result of the inability of the University to pay salaries of its workers for more than six months running due to the default in payment of subventions to the University by the two states. Osun and Oyo States are said to owe 14 months and 8 months respectively. Apart from the issue of default in payment of subventions, some groups from Oyo States have pushed for the sole ownership of the institution by Oyo state government.
The attack on the workers of the University from Osun State is uncalled for and totally unjustified as workers of the University from both states and any other state are victims of unpaid salaries. The inability of the Osun State government to fulfil its financial obligations to the University has nothing to do with Osun State indigenes working in the University but due to financial mismanagement by Osun State government. It is on record that both states have not only failed in the payment of salaries to workers of LAUTECH
but to all civil and public servants in their respective states. We appeal to workers of the LAUTECH not to allow politicians or any group to divide them along ethnic politics as the University is owned by the public and funded with the taxpayers' money. We call on academic staff, non-academic staff and students of the University to intensify their struggles for the payments of salaries, re-opening of the university and provisions of adequate infrastructures in the University by embarking on public protest and rallies to force the two states to meet their demands. We equally called on Nigeria Labour Congress (NLC) in both states to declare 48-hour solidarity strike and protest, in the first instance, with the striking workers of LAUTECH.
On the joint ownership of the University, we call on the Osun State government to conduct a referendum to determine the desirability or otherwise of the continued joint ownership of LAUTECH with the Oyo State given that the state already has a state University. However, whatever may be the outcome of the referendum, the rights of the indigenes of Osun State or any worker in LAUTECH to remain as workers in the University must not be violated. In other words, no worker should lose his or her job in the event Osun State decides to pull out of the University.
To effectively manage the University financial resources, we call for democratization of all decision making bodies with elected representatives of staffs (teaching and non-teaching) and students in all organs of the University. We equally call on NLC, TUC, ASUU, NASU and other trade unions to begin the process of building a democratic political alternative with socialist agenda as a panacea to end vicious political and economic attacks on democratic rights of workers and the poor masses.

OAU: ERC REJECTS POLITICAL VICTIMISATION OF IBUKUN OMOLE · WE DEMAND THE OPENING OF HIS E-PORTAL PAGE BY THE PROF. ANTHONY ELUJOBA-LED UNIVERSITY ADMINISTRATION Press statement The Education Rights Campaign (ERC) condemns the deactivation of the e-portal page of Ibukun Omole, a student activist, by the management of Obafemi Awolowo University Ile-Ife. By deactivating the e-portal page of a student, he or she is technically on suspension as he/she cannot register his courses for the semester or session. But in the case of Omole Ibukun, no official disciplinary process as laid down in the University rules was followed neither was he invited to a panel of any kind to allow him exercise his right to fair hearing. We therefore consider this action of the University unjustifiable, illegal, an abuse of office and a flagrant violation of the University rules and the principles of natural justice. We call on the Acting Vice Chancellor of the University, Prof. Anthony Elujoba, to direct that Ibukun’s e-portal page be opened and halt any further plan to victimize him. Not doing this in our opinion would mean that the Prof. Elujoba-led administration, rather than the breath of fresh air it claims to be, is merely a continuation of the despotic past. Omole Ibukun, a part five undergraduate student of the Department of Civil Engineering, is the secretary of the OAU branch of the ERC and a member of the Democratic Socialist Movement (DSM). For more than 3 years, Ibukun has been an active voice on the campus against anti-poor education policies and attack on students and workers democratic rights. He is particularly being victimized for his leading role in the campaign for the probe of the immediate past tyrannical Vice Chancellor of the University, Prof. Bamitale Omole who was involved in multiple cases of mismanagement of fund as well as attack on democratic rights. Ibukun also played a prominent role in the struggles of the staff unions which forced the Federal Government to dissolve the corrupt Governing Council and terminate the appointment of Bamitale Omole’s protégé, Prof. Ayobami Salami, as Vice Chancellor and his subsequent replacement by Prof. Elujoba in acting capacity. This despotic act which was implemented in February 2016 by the immediate-past Prof. Bamitale Omole University administration is currently being upheld by the Prof. Anthony Elujoba administration in a manner that does not portray any striking difference from the structure that was ousted by the struggles of non-academic staff and students recently, for the new administrators to take power. While the e-portal access page of a student remains necessary for registering for new sessions, checking of results of past examinations, amongst other uses, the e-portal access page of Ibukun Omole remains inaccessible and keeps stating that he has committed an offence. Meanwhile, the university rules demand that anyone who is alleged to have committed an offence will be required to reply to a query first, and if the reply is insufficient, such students are invited to appear before an investigative panel before any letter of suspension or other disciplinary actions can be issued. Yet, the Obafemi Awolowo University administration disobeyed this law, as this student (Omole Ibukun) was not invited to any investigative panel for the sake of fair-hearing neither was any letter of suspension or any other form of disciplinary action issued to him. Instead, Omole Ibukun was queried on 24 February 2016 on account of posts the University alleged he wrote on his facebook wall which, according to the query letter, “were understood to mean that the distinguished members of the Senate of the University are men and women of little reason and are not deserving of any respect”, and that these purported posts are “misconduct contrary to... the Code of Conduct of the University Community”. Omole Ibukun in his prompt response to this query denied authorship of the alleged posts since within the period the said posts allegedly appeared on his facebook wall, he had lost access to his facebook account in a manner suspicious of the handiwork of hackers and he had subsequently warned friends on his contact list not to respond to any solicitous messages from the said account. Since February 25, 2016 when he submitted his response, he has not heard anything officially from the authorities. He was not subsequently invited to an investigative or disciplinary panel as would be the case, in accordance with University rules, if his response to the query was found insufficient. All he realized was that subsequently he lost access to his e-portal page, something which he initially attributed to a technical glitch. The current effect of this act on the student is demonstrated by his inability to register for the last academic session in the school, and to access and view the results of the previous academic session. The ERC considers the continuous deactivation of Ibukun Omole’s e- portal page which is tantamount to deprivation of his studentship status as an attempt to keep him at the mercy of the management for the rest of his stay on campus so that he would not be able to continue to challenge the University’s anti-poor education policies. We hereby call on students and workers of the University to oppose this victimization of Omole Ibukun and start to lawfully and politically pressurize the university management to amend its ways. Manchester city has so far maintained her 100% perfect start under the chosen one, Pep Guardiola. On the other hand, Manchester United and Chelsea who also got a new coach at the summer has failed to live to the expectation of their fans, getting 9 and 10 points respectively from five games so far. Arsene Wenger side has continued her usual league performance joining chelsea with 10 points so far in 5 games. Liverpool has also continued in the quest to regain the top four spot they lost over 5 seasons ago by defeating Chelsea at Anfied 2 goals to 1 on friday, giving them 10 points in 5 matches. Romelu Lukaku's Everton has also maintained her good start, making 13 points out of the possible 15 points making them to sit comfortably on the 2nd position on the table 2 points behind Man City. The spurs who gained the champions league spot last season owing to the failure of Van Gaal and Hiddink has also been lobbying to remain at the top 4 after winning 3 and drawing 2 out the possible 5 matches, given them 11 points.

The analysis so far has shown that Manchester City, Everton and Tottenhan are currently "unbeaten" in the premier league while they occupy the 1st, 2nd and 3rd positions respectively on the table. With the top famous clubs like Arsenal, Liverpool, Chelsea and Manchester United 5 points behind the leader, Man City, one can conclude that these former teams are tactically gifting the latter team the premier league trophy.

Filers from the fans worldwide has it that the £93 united signing is nothing but a "waste of resources". MY ‘TACTICAL’ SUSPENSION
Last week Friday (September 16, 2016), I was dehumanized, demoralized and humiliated by the collection of the Acting Vice Chancellor (Prof. Elujoba), Registrar (Dr. Awoyemi), Chairman of Committee of Deans (), Chairman of the University Security Committee () and the Acting Dean of the Division of Students’ Affairs (Dr. Mrs. Akinola), over the challenges presented to them by my role as a student political activist at the Obafemi Awolowo University campus. Meanwhile, let it be stated that I have been a parliamentarian in the Students’ Union and the Secretary of the school’s branch of the Education Rights Campaign (a non-profit political organization) since 2014, and as such have always been saddled with the task of intellectually and radically engaging the university management on the needs and demands of Students of the school in the interest of ensuring a sane society.
INVOLVEMENT IN THE RECENT STRUGGLES OF STUDENTS
With the experience of the rejection of the 330% fee increment carried out by the university management in 2014, students of the school deemed it fit last year to compel our union leaders (esp. executives) to take up the university management proactively on the poor welfare conditions that students were being subjected to, a condition which was the excuse for the increment in the first place. It was this, amongst other demands, which led to my participation in a press conference held by student activists at the correspondence centre in Osogbo on November 17, 2015, to mark the international students’ day. It was on this day that some three student union leaders were accused by the management of the University for allegedly beating up a Professor in the university, these leaders were later brought before a panel and summarily suspended by the university management of which they were later reinstated. Meanwhile, this victimization alongside a pronouncement of proscription rendered the genuine struggle of students for better welfare, frustrated.
In an attempt to ensure that all is not lost, some student activists thought it reasonable to continue carrying on the campaign resolved on by the congress of students, esp. the campaign for the probe of the then Vice-Chancellor. It was during this campaign that my e-portal page was closed with a response that I have committed an offence, and I thought it was just a technical glitch. It was in February 2016 that I later got a query over a post on my Facebook page, and I replied that my page was not in my control at the time and i reported it severally whenever I got control that the page was being hacked by some mischief-makers. My reply was not responded to then, neither was I invited to any investigative panel as stipulated by the constitution and the University Act.
As frustrating as the act was, I continued with my cause and was at the forefront of the students’ coalition that united with the recent struggle of workers in the university to demand for their wages, the probe of the outgoing Vice-Chancellor and the removal of his replacement – his image. It was this unity that compelled the Federal Government to dissolve that new administration and approved an Acting leadership for the school. This Acting leadership was later selected by the academics in the University Senate, whose union opposed the struggle for that victory, and Prof. Anthony Elujoba was produced from that Senate election, and this was approved by the Visitor of the University with the mandate of ensuring peace and stability on the campus.
THE NEGOTIATIONS
Out of the hope that the newly installed administration would favour the interests of the students and workers who ensured its existence in the first place, I approached the Registrar of the school (also the Registrar of the ousted administration), based on an official directive by the office of the Dean of the Division of Students’ Affairs, and presented my case. While he scolded me for my views online about the university management, he promised to look into the issue, and this was at a period when other students were registering their courses for the new session and already attending classes for those courses.
On August 16, the Office of the new Acting Dean of the Division of Students’ Affairs called a meeting with some students on the state of the students’ union at the Faculty of Administration Board room and I was invited to represent an organization that I was a member of, the Democratic Socialist Movement (DSM). It was in this meeting that the Dean of Students’ Affairs said I was on “tactical suspension” and that she will ensure that my e-portal page is opened and I am allowed to continue exercising my rights as a student.
After waiting for a while till the period when normal registration was about to close, I went back to the Dean and she stated that the Acting Vice-Chancellor would like to meet me on this issue. I immediately went to fix an appointment to meet the Vice-Chancellor, who on meeting me commented that he was the Chairman Committee of Deans to Prof. Wale Omole when he was the Vice-Chancellor, and that Wale Omole (whose surname I shared) was a respectable person, and I am not. This immediately introduced the trend that the Acting Vice-Chancellor represented to me, and I hoped within me that the school will not be dragged backed to that backward era of Wale Omole, where student leaders were massively suspended, rusticated, detained and massacred by the university management. Based on this introduction, I was not surprised that Prof. Elujoba threatened me throughout the meeting for my active roles in pro-student movements and falsely accused me for being behind the disruption of peace on campus. The meeting ended with a request that he would like to see a member of my family so that they can discuss about my ‘redemption’.
On Friday, September 17, 2016, I brought my Uncle to the Office of the Vice Chancellor based on the request of the earlier meeting. I got to the meeting to meet the Vice-Chancellor in the company of the Dean of the DSA, the Chairman Committee of Deans, the Registrar and the Chairman of the University Security Committee. To begin my submission at the meeting, I was ordered to go through a round of unnecessary prostrations to the Grandfathers present to show my respect, and I did it respectfully, as humiliating and dehumanizing as it felt. It was during the course of this meeting that the Chairman of the Committee of Deans and the Chairman of the University Security Committee emphatically accused me of being mentally unstable, an utter abuse of power to my derogation. The Chairman of the University Security Committee added that I will be thrown in More (a police station in Ife, probably to be tortured) for a day, and I will come back to tell them what they want to hear. In fact, they laid the condition that my e-portal page will be opened based on:
My compulsory admittance to the fact that I committed all the offences trumped up against me.
A family meeting must be convened to chastise me and a report given back to the VC by the family representative.
A mental check-up at the Health Centre to be sure I’m mentally stable.
An undertaking to not involve in the activities they don’t approve and an apology must be signed by me.
I must go through a period of counseling by the representative of the management.
And then they will think about opening my e-portal page.
I immediately declined on the first condition, because it would be illegal, immoral, unreligious and insane of me to lie against myself. On my insistence on this position, these representatives of the university management stood up and ended the meeting
THE ILLEGALITIES AND THEIR INTENTIONS
Firstly, according to Section 36, Sub-section 1 of the Country’s constitution, we have to be informed of the right to fair hearing that ‘In determination of his civil rights and obligations, including any question or determination by or against any government or authority, a person shall be entitled to fair hearing within a reasonable time by a court or other tribunal established by law and constituted in such manner as to secure its independence and impartiality’. The university management has disregarded this part of the law, alongside the part of the University act that demands that an investigative panel be set up in cases of disciplinary actions. Additions of coercion, issuance of threats, and infringement on freedom of expression, can be traceable as other crimes committed by the management in this case.
It should also be stated that the major intention behind the insistence of the management on my admittance to their trumped-up charges, is to cover-up for their inability to issue a formal suspension letter, but had to revert to autocratic shutdown of my e-portal page. Meanwhile, this scheme is not only aimed at silencing me politically, because of the challenge the ideology I represent poses to the university management, but also aimed at turning me into a puppet who will be made to use his intellectual capacity to frustrate genuine student struggles in return for monetary gains, selfish ambitions and individualistic opportunities from the university management.
WHAT CAN BE DONE?
Following the falling apart of the meetings behind closed courts of the management, the only option left are meetings in the courts of public opinion and the meetings in the courts of law. Students’ rights to independent thinking and free expression will continue to be infringed on by autocratic, exploitative, self-seeking, and unfatherly university managements until student starts organizing themselves democratically, radically, intellectually and independently. We must not wait for anyone’s approval before we exercise our rights to freedom of association. The Great Ife Students’ Union is still struck with an inability to carry out the struggle to demand for better living and learning welfare conditions, and the demand for the reinstatement of Olawale Owolabi .aka. Ogunruku. This is not the time for any union politician to use these struggles for their selfish electoral interests to be gained, but a time to take the opportunity to change this spree of student victimizations, not in OAU alone but in UNILAG, AAUA, etc, without allowing ourselves to be distracted into relinquishing our other indispensable demands and needs as students.
With this narration, it becomes obvious that the Prof. Anthony Elujoba is just a continuation of the despotic Prof. ‘Tale Omole Administration despite the revolutionary premises for the enthronement of that regime. In fact, the new regime is boldly flaunting all the rejected policies of the last administration. Students and workers must continue the struggle to ensure sane leadership of the school, until it is achieved. We must not be discouraged. ALUTA CONTINUA, VICTORIA ASCERTA.

The Chairman, Academic Staff Union of Universities (ASUU) University of Abuja’s chapter has denied the earlier publication that ASUU will be going on a warning strike by 2nd of October.



According to him, he did not grant interview to any journalist in that regard.

He tagged the publication "work of mischief makers, targeted at misleading the unsuspecting public."

He therefore urged the public to disregard such publication.

Anger Rises on Campuses over Declining Living and Studying Conditions
Time for a One-day Nationwide Students' Boycott and Mass Protest

From all available indices, tertiary education in Nigeria is undergoing a major crisis as the combination of economic decline, fuel price hike, inflation and the collapse of electricity generation conspire to worsen the already bad condition on campuses.
As a result, authorities of tertiary institutions are cutting cost. These include rationing electricity and water supply and cutting other basic amenities that students and staff require to function.
But students are not taking these new attacks lying low. They are fighting back. Within the second week of April 2016 alone, four universities, namely the University of Lagos (UNILAG), University of Port Harcourt (UNIPORT), Benue State University (BSU) and the Adekunle Ajasin University Akungba Akoko (AAUA), got shutdown as a response to Students resistance to government's anti-poor policies. Before the end of the first half of the year, universities like the University of Ibadan (UI), Obafemi Awolwo University (OAU), University of Nigeria Nsukka (UNN) and the Niger Delta University (NDU), alongside many other tertiary institutions have been touched by this scourge of autocratic shutdown.
Even with outright extortionate fee increments alongside exploitative policies like Pre-Degree programme fees and acceptance fees and so on, living and learning welfare of students remain unattended to, with congested hostels and lecture theatres, poor facilities, unavailability of basic utilities like water and power supply, relatively higher cost of living on campuses and poor infrastructure.
These poor welfare conditions have led to mass failure for students. But the attempt to demand better welfare have also been met with repressions of shutdown (a collective victimization of students, ban of union activities (in UNILAG), of victimization of student leaders and activists, and then of police brutality as in the case of Uniport, where two lives were lost to trigger-happy police bullets. These closures lead to compressed and unstable academic calendar, which in turn continues the cycle of mass failure and poor academic performance of students. Yet, government shows no energy at administering a long-lasting solution to the root cause of the agitation of students - the education sector becomes the fool that the government chooses to give the silent treatment.
Meanwhile, not all of the closures were products of students' unrest; some were linked to workers' industrial action over unpaid wages and other allowances. In any case, arbitrary closure of campus is a measure of collective punishment to which school authorities often resort to avoid meeting demands of struggle. An example is the on-going strike and protests of Non academic staff and senior staff at OAU over unpaid allowances and in protest at the alleged manipulation of the appointment process of the new Vice Chancellor. But despite the closure, so effective was the strike that the Federal Government had to dissolve the Governing Council of the University.
As expected, public education remains underfunded under the APC 'Change' regime. However, the few funds released by the government and those squeezed out of the pockets of students in form of exploitative fees and charges are squandered by the management of those institutions. While OAU students and workers have been clamoring for the probe of their Vice-Chancellor for the past seven months (based on convincing evidences of financial corruption and diversion of funds), the Provost of a college in Jos (who had already been invited twice by the EFCC for financial crimes) is making an unconstitutional attempt to impose himself as a Third-term Provost of the college, despite protest of workers and students, to cover up his corruption. Yet despite the so- called anti-corruption war of the Buhari administration, the anti- corruption agencies have studiously refused to investigate any of these Universities.
Not only have the management of tertiary institutions been kleptomaniac, they have also been extremely tyrannical. Meting out grave punishments like suspensions and expulsions on genuine innocent student activists, they also order the proscription of students' unions whenever they get any pressure from students.
Students must intensify struggle to demand an end to fee hike, exploitation, poor living and studying conditions, victimization and attacks on independent unionism. The 2016 budgetary allocation to education is scandalous. We must therefore also demand an increase in education funding with 26 percent as the starting point. As expected the government will claim that the economy is in crisis. Students must not be fooled. While premising the anti-poor policies currently ravaging public education on dwindling economy, the Nigerian ruling class spends billions yearly on the education of their children and wards overseas. Free and quality education at all levels is possible but capitalism is the reason why it is not. Students must therefore link struggle against anti-poor education policies with the need to build a political alternative to end capitalism and build an equitable socialist society.
In the midst of all of these crises, the National Association of Nigerian Students (NANS) has failed to provide bold leadership to students who have repeatedly shown their preparedness to fight back. Except occasional press statements, no attempt has been made to mobilize for a mass struggle. In addition, NANS leaders have a very undemocratic method of waltzing in to meet with the authorities of a campus embroiled in protest without holding a prior discussion with the concerned students and their unions. This was the case with UNILAG when the state leadership of NANS (JCC) called a meeting with the Vice Chancellor after the campus was closed following the April 6 and 7 protests. As the Education Rights Campaign (ERC) warned, only rotten compromise came out of this effort. The element of democracy that is lost in NANS is also lost in most local students unions and it forms the major reason why NANS remains a den for violent cultists and political hustlers. Even when the Zone D (South west) of NANS called for congress in response to the over 60 percent hike in fuel price in May, the resolutions of the congress for mass demonstrations was not followed up with the necessary mobilizations. Instead, the leadership turned 180 degrees after a meeting of the association with the Minister of Petroleum, Ibe Kachikwu.
Obviously, NANS need to be reclaimed for students struggle to move forward. This is why the ERC campaigns for NANS to be returned back to the campuses, its democratic structures restored and its leadership to reflect the desire of students to fight back against education attacks. But side by side with calling for this, the ERC also strives to build campaigns among rank and file students urging them to begin to organize to challenge all anti-poor education policies. In 2014, in collaboration with others, we led the successful campaign against fee hike at the Lagos State University.
This time around, we have launched a campaign calling on students to organize through their local unions and name a day for a nationwide lecture boycott and mass protest to begin to resist fee hikes, poor studying and living conditions, proscription of unions and victimization. While a nationwide mass action if it succeeds would not mean an end to the crises that higher education suffers, yet it will deal government neo-liberal education policies a bigger blow, force out some concessions while having big impact on students' consciousness.
