Both ministries to gulp almost 14 trillion.

There must be a mix up here, otherwise, I don't understand what these ministries will do with 14 trillion in one year.

Overhead cost in ministry of finance, 8.49 trillion, what exactly is that supposed to mean?

Try and calculate salaries for all revenue govt services then you will know what they want to spend that money on as thier salary don't come from govt purse and also for debt service
