These scrap metal scavengers are becoming dangerous and need to checked, they go about removing important metals from public facilities without getting arrested, are they above the law?

As poverty spreads more, so such criminality will increase.
Its just like when they fixed the water fountain years ago at Tinubu square in the early 2000s, in an environment without water. People in the neighborhood turned to to public bathroom, laundry, swimming pool.

However the only positive take on this disturbing news is that there was no mention of harvesting.
