Cluster-Head Missiles is a Munition outlawed by the United Nations, it's use is even considered a War Crime, depending on who is using it successfully, and who the recipient is. Ukraine started using it against Russians and that was fine, until Russians started deploying it on Missiles, and it became a War crime. But Who cares?

It's aim is not 'targeted killings', like Israel does with Iranian Leaders. It is 'Lone Warhead Missiles' that are used for such purposes.

The aim of Cluster Munitions, especially when it is deployed on a Missile (which is novel and has now been perfected by Iran!), is to sow terror in the hearts of its opponent.

And the logic is simple: It takes about 11miutes, for a Missile fired from Iran, to reach Tel Aviv.
The Missile Defense Interceptors like Patriot or Arrow 3 calculates its trajectory and decides the point of interception, before it can reach its target. It also gives Israelis about 8mins advance warning, to reach the nearest Bunker and hide.

Iran's Missiles changed all that.
It takes 4.5minutes to reach Israel: Not enough time to sound the alarm and run to a Bunker.
It executes a winding path, as it goes through its terminal phase: The calculated trajectory changes and the interceptor point is no longer valid. No time to recalculate and the $100Million Interceptor missed its target and becomes a waste of money.
It then splits into a dozen Warheads, as it homes-in on individual targets: Even when all the sixteen Interceptors in one Battery are emptied at the incoming Iranian Missile at the same time, this cluster-splitting makes a mess of everything.

Right now, apart from offensive capabilities (Aerial bombing of Iran, with Missiles from afar), Israel and American bases in the Gulf are COMPELETELY HELPLESS against the Iranian Cluster Missiles.

Now, do the Maths, over who will suffer more or is likely to survive a Nuclear Attack.

They have done their own, now the Iranian stage of the war to inflict pain is just starting, they have been preparing for this war for 25 years.
