DUTIES AND RESPONSIBILITIES

• Prepare an inception report for how they will undertake this assignment for INEC and DGD approval. The plan should include methodology, tools including the draft UNDP tool to measure the performance of Electoral Management Bodies on gender equality.
• Undertake a gender audit/mapping including by holding consultations with a wide group of stakeholders in INEC including but not limited to the Chairperson, Commissioners, Directors, the Chief Technical Advisor, Gender Desk staff, INEC department staff covering Voter Education, Election Observation & Monitoring, Operations, Publicity, Human Resources, a selection of INEC state offices and departments (Voter Education, Human Resources etc.)
• Consultations with agencies providing electoral assistance in Nigeria, civil society and other arms of government (as relevant).
• Prepare a draft Gender Policy (based on an agreed upon format with INEC and DGD) and hold consultations on the same with INEC (national and state offices), DGD and members of the reference group set up to provide technical support to the process. This can be done through email, joint or one on one meetings with respondents.
• Prepare final Gender Policy incorporating feedback received.
• Prepare several products to be used by INEC Gender Desk staff to popularize the Policy to other staff at national and state level as well as raise the public’s awareness of its existence. These could include an abbreviated Gender Policy (in simple language for later translation to local languages); a PowerPoint presentation outlining the rationale and contents of the Policy; content for posting on the INEC website.
• Draw up an action plan for implementation of the Gender Policy and convene a working session with the Gender Desk, other key INEC departments, DGD and other stakeholders to finalize it.
• Compile an ‘Introduction to INEC Gender Policy’ basic training package for use in future training of INEC staff.
• Conduct at least 2 training workshops on the Gender Policy for INEC staffs
• Demonstrates integrity by modeling the UN’s values and ethical standards
• Promotes the vision, mission, and strategic goals of UNDP
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
• Treats all people fairly without favoritism

EXPERIENCE/ QUALIFICATION:

• Knowledge and working experience of electoral processes, election administration, promoting gender equality in electoral and governance processes.
• Knowledge of key constraints to women’s participation in electoral processes, factors limiting the accountability of Election of Management Bodies and other Public Institutions to gender equality issues.
• Knowledge of the landscape for elections in Nigeria and Africa preferable.
• Previous experience of providing technical assistance to enable institutions including public, private and civil society organizations) to mainstream gender considerations.

Job Description

Advise the Project Director on the civil society component of the project and its strategic planning and direction;
Identification of sources of information related to civil society and democratization issues;
Identification of best practices and lessons learnt directly linked to programme country policy goals;
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
Function / Expected Results:
Maintains partnerships with civil society particularly the umbrella organizations and also through Component Sectoral Working Group focusing on achieving the following results:
Building of synergy among civil society organizations working in the area of democratic governance;
Maintenance of a robust and healthy relationship between the Project Management Unit and CSO partners such as the Civil Society Coordinating Committee on Electoral Reform (CSCC);
Nurturing broader partnerships in the areas of democratic governance and elections, communicate and advocate the international partners’ positions and engage with Nigerian partners effectively;
Offering of professional guidance to CSOs on development strategies and capacity building.
Function / Expected Results:
Manages the Civil Society component of the DGD project focusing on achievement of the following results:
Ensuring effective management of the civil society component of the DGD project;
Co-ordination of all activities relating to the CSO component of the project;
Preparation of work-plan, timelines and budget for CSO activities for debating by PMU/CO and donor partners;
Drafting terms of reference for calling proposals from CSOs for specified activities, follow their selection;
Crafting and management of agreements with CSOs for specified services and objectives.

Substantively manages the directions and mechanisms of the project’s Civil Society grant scheme focusing on achievement of the following results:
Making sure that the Civil Society Grant Scheme is well designed to meet the project needs;
Effective and efficient utilization of the grant scheme to produce desired results.

Substantively certifies project activities implemented by civil society organizations:
Ensuring that CSO grants are awarded in strict compliance with UNDP procedures;
Managing CSO sub-grants in a manner that ensures that contractual obligations are met. This includes making sure that reporting timelines are strictly complied with;
Monitoring and evaluation of performance of CSO sub-grantees.

Required Skills and Experience
Education:
Advanced university degree (Masters) related to democratic governance and development, such as Political Science, economics, law and other social sciences.
Experience:
A minimum of 7 years of experience in planning and implementing CSO activities in relation to electoral reforms and democratic process;
Progressively responsible work experience in democratic governance, including electoral issues, dealing with: (a) policy dialogue and advisory work; (b) leadership and management of research and analysis; (c) design and execution of capacity development programmes; (d) project management, including the leadership of multi-disciplinary expert teams, preferably funded by development partners (UN or other); and (e) promotion of stakeholder/community awareness of and participation in democratic governance.
A good understanding of the social, economic, political and historical trends underpinning African and, ideally, Nigerian governance and electoral processes.
Skills in training, process facilitation, strategic planning, and partnership-building.
Ability to prepare high quality policy briefs, analytical reports, and technical research reflecting global good practice in democratic governance.
Excellent PC user skills: word processing, spreadsheets, databases and web-based research.
Ability to travel within Nigeria and overseas.
Proven track record of advising, organizing and supervising public awareness activities partnering with CSOs, including that of CSOs capacity-building projects.
Excellent knowledge of election procedures and frameworks.
Ability to work harmoniously with people from different cultural backgrounds.
Familiarity with the civil society landscape in Nigeria.
Language Requirements:
Strong skills in written communications in English particularly in preparing issue-based papers or reports.
Excellent spoken English is also required.

Menorrhagia or otherwise called Menstrual Periods is the medical term for menstrual periods in which bleeding is abnormally heavy or prolonged.
Menorrhagia is the medical term for menstrual periods in which bleeding is abnormally heavy or prolonged. Although heavy menstrual bleeding is a common concern among premenopausal women, most women don't experience blood loss severe enough to be defined as menorrhagia.
With menorrhagia, every period you have causes enough blood loss and cramping that you can't maintain your usual activities. If you have menstrual bleeding so heavy that you dread your period, talk with your doctor. There are many effective treatments for menorrhagia.

SYMPTOMS

The signs and symptoms of menorrhagia may include:

• Soaking through one or more sanitary pads or tampons every hour for several consecutive hours
• Needing to use double sanitary protection to control your menstrual flow
• Needing to wake up to change sanitary protection during the night
• Bleeding for a week or longer
• Passing large blood clots with menstrual flow
• Restricting daily activities due to heavy menstrual flow
• Symptoms of anemia, such as tiredness, fatigue or shortness of breath

When to see a doctor

Seek medical help before your next scheduled exam if you experience:
• Vaginal bleeding so heavy it soaks at least one pad or tampon an hour for more than a few hours
• Irregular vaginal bleeding
• Any vaginal bleeding after menopause.

CAUSES
In some cases, the cause of heavy menstrual bleeding is unknown, but a number of conditions may cause menorrhagia. Common causes include:

• Hormonal imbalance. In a normal menstrual cycle, a balance between the hormones estrogen and progesterone regulates the buildup of the lining of the uterus (endometrium), which is shed during menstruation. If a hormonal imbalance occurs, the endometrium develops in excess and eventually sheds by way of heavy menstrual bleeding.

• Dysfunction of the ovaries. If ovulation does not occur in a menstrual cycle (anovulation), progesterone is not produced. This causes hormonal imbalance and may result in menorrhagia.

• Uterine fibroids. These noncancerous (benign) tumors of the uterus appear during your childbearing years. Uterine fibroids may cause heavier than normal or prolonged menstrual bleeding.

• Polyps. Small, benign growths on the lining of the uterine wall (uterine polyps) may cause heavy or prolonged menstrual bleeding. Polyps of the uterus most commonly occur in women of reproductive age as the result of high hormone levels.

• Adenomyosis. This condition occurs when glands from the endometrium become embedded in the uterine muscle, often causing heavy bleeding and painful menses. Adenomyosis is most likely to develop if you're a middle-aged woman who has had children.

• Intrauterine device (IUD). Menorrhagia is a well-known side effect of using a nonhormonal intrauterine device for birth control. When an IUD is the cause of excessive menstrual bleeding, you may need to remove it.

• Pregnancy complications. A single, heavy, late period may be due to a miscarriage. If bleeding occurs at the usual time of menstruation, however, miscarriage is unlikely to be the cause. An ectopic pregnancy — implantation of a fertilized egg within the fallopian tube instead of the uterus — also may cause menorrhagia.

• Cancer. Rarely, uterine cancer, ovarian cancer and cervical cancer can cause excessive menstrual bleeding.

• Inherited bleeding disorders. Some blood coagulation disorders — such as von Willebrand's disease, a condition in which an important blood-clotting factor is deficient or impaired — can cause abnormal menstrual bleeding.

• Medications. Certain drugs, including anti-inflammatory medications and anticoagulants, can contribute to heavy or prolonged menstrual bleeding. Improper use of hormone medications also can cause menorrhagia.

• Other medical conditions. A number of other medical conditions, including pelvic inflammatory disease (PID), thyroid problems, endometriosis, and liver or kidney disease, may be associated with menorrhagia.

RISK FACTORS

Menorrhagia is most often due to a hormonal imbalance that causes menstrual cycles without ovulation. In a normal cycle, the release of an egg from the ovaries stimulates the body's production of progesterone, the female hormone most responsible for keeping periods regular. When no egg is released, insufficient progesterone can cause heavy menstrual bleeding. Menstrual cycles without ovulation (anovulatory cycles) are most common among two separate age groups:

• Adolescent girls who have recently started menstruating. Girls are especially prone to anovulatory cycles in the first year and a half after their first menstrual period (menarche).

• Older women approaching menopause. Women ages 40 to 50 are at increased risk of hormonal changes that lead to anovulatory cycles.

COMPLICATIONS

Excessive or prolonged menstrual bleeding can lead to other medical conditions, including:

• Iron deficiency anemia. In this common type of anemia, your blood is low in hemoglobin, a substance that enables red blood cells to carry oxygen to tissues. Low hemoglobin may be the result of insufficient iron. Menorrhagia may deplete iron levels enough to increase the risk of iron deficiency anemia. Signs and symptoms include pallor, weakness and fatigue.

Although diet plays a role in iron deficiency anemia, the problem is complicated by heavy menstrual periods. Most cases of anemia are mild, but even mild anemia can cause weakness and fatigue. Moderate to severe anemia can also cause shortness of breath, rapid heart rate, lightheadedness and headaches.

• Severe pain. Heavy menstrual bleeding often is accompanied by painful menstrual cramps (dysmenorrhea). Sometimes the cramps associated with menorrhagia are severe enough to require prescription medication or a surgical procedure.

PREPARING FOR YOUR APPOINTMENT

What you can do:

• Ask if there are any pre-appointment instructions. At the time you make the appointment, ask if there's anything you should do in advance. For example, your doctor may ask you to keep notes about the dates, length and heaviness of your bleeding on a calendar.

• Write down any symptoms you're experiencing, and for how long. In addition to the frequency and volume of your periods, tell your doctor about other symptoms that typically occur around the time of your period, such as breast tenderness or pelvic pain.

• Write down key personal information, including any recent changes or stressors in your life. These factors can affect your menstrual cycle.

• Make a list of your key medical information, including any other conditions for which you're being treated and the names of any medications, vitamins or supplements you're taking.

• Write down questions to ask your doctor. Creating your list of questions in advance can help you make the most of your time with your doctor.
For menorrhagia, some basic questions to ask your doctor include:

• Are my periods abnormally heavy?
• Do I need any tests?
• What treatment approach do you recommend trying first?
• If the first treatment doesn't work, what will we try next?
• Are there any side effects associated with these treatments?
• Will any of these treatments affect my ability to have future children?
• Are there any lifestyle changes I can make to help reduce or manage my symptoms?
• Do you expect my symptoms will change over time?
