Edo State politicians and war na 5&6

It baffles me that they can exercise powers for certain things but cannot exercise same powers on other things.
They have the power to remove fuel subsidy and the rest but they don't have the power for human security lives, if the president can appoint any man for a particular job and no one to doubt it why can't he exercise same powers by securing the nation?

I don't see any resemblance here but na one chance this one enter
