meanwhile after you verify the account, as soon as money gets into it and you want to move it out paypal will limit the account.this because you claimed to live in a foreign country and you  are accessing the account from nigeria. you will be asked for a proof of your address. this proof is a utility bill that MUST be in your name and the address you choose.

finally i now have a paypal account that i can access as i like from here in Nigeria. how? i was introduced to an online company in the US  specializes in opening verified paypal accounts for those who can't do it themselves. it aint cheap but it works. it takes an average of 3 days.
