Personally I will never use a third party insurance, it is almost useless in Nigeria. Uber accepts both but I'll advice you get comprehensive driving in a city like Lagos.

It simply means it isn't compulsory.

"You may NOT" actually means “You can NOT". "May" is a permissible word but the "Not" after it means it is not permissible.
