-Capture one of the arsonists.
-Have him confess to his crimes.
-Have him name Wike as his contractor.
-Petition the IGP to arrest and produce Wike.
-If IGP refuses, proceed to court.
-Name IGP as a co-conspirator (since he deliberately withdrew the Police in Rivers on no court order which is against the law)
-Rope Tinubu into the mess as his appointees are accused criminals.
-Grant a BBC or international interview on the political state of Rivers

If nothing is done and the violence continues then it will be Wike, IGP and Tinubu behind it until they show up in court to clear their names. This means any declaration of State of Emergency in Rivers will be impossible since the IGP himself is complicit.

You refused to police the state, what did you expect?
There's no law stopping the Police from performing their duties in Rivers state as we speak.
