This is not Nigerian Traffic law. These are fines, as stipulated by FRSC. Traffic laws are exclusive to states. That's why Lagos can charge one amount for the same offence and Rivers will charge something different for that same offence. It's different for every state.

The VIO has the ultimate right to check and enforce Drivers License. And this is backed by the Road Traffic Laws of Nigeria. Furthermore, all vehicle papers and Drivers License is exclusive to States. Meaning each State will say give them to their citizens and any price or way the choose. The FRSC only makes the Drivers License. If you look at any NDL, it has a State where it was done and the authorizing signature belongs to a VIO in that State. FRSC can't sign it.
