Hello , I rarely comment but i see you have a good heart and I am in the same boat, however , I have been in canada for the past 7 years so I may be able to help you. How old is your brother ? If he has a masters degree , less than 30 years old , work experience of 1 to 3 years , you may be able to get him to apply for express entry. (https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry.html). He will need to writer the IELTS , do medicals , do WES before he can apply , if he speaks french ? Do TEF too to increase his chances. This is the BEST way to come to canada. I did it. it is not easy , but very possible.
Second option, if he is above 30 but has all that i have listed above , he can apply for Provincial Nomination Program ( https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees.html ). Another scheme , just as good as Express Entry.
Third Option ? Study route , as you have proposed - Look for a cheap school in a province that is very receptive to International students , that has a clear pathway for them to get work permit and eventually get PR , look towards provinces like Saskatchewan , Nova Scotia , the praires generally . Make sure the school is DLI , watch youtube videos on how to apply ,you may be able to spend half the money for tuition and the rest , and put the rest in a business for yourself.
