Japan did worse than this to the US years back, but the response was what ended the WAR!!! The weapons of war available to Japan at that time, Iran does not have it now and just a response from uncle SAM, Japan surrendered. The top gauge shows amount of fuel bought. The bottom gauge shows price per gallon.

A gallon is estimated be around 4 litres.

So if a gallon of fuel is $17. Converting it to litres would 17 divided by 4. Which would give you around $4 per litre.

Bottom number is total gallons bought, 100 divided by 17 is 5.88 per gallon.
