Dear PlOOT, please note that the scenario painted is not clear. are you a single mother? because if you are, your baby is a significant tie back home and traveling with her puts a greater burden on you to overcome. after birth, i hope you took no government grants in the US and have cleared your payments. the onus is always on an applicant to convince the VO that this is a temporary visit. as an adult, you have to individually qualify for a visa. your baby is a minor and by virtue of birth in the US, is already qualified to travel to canada without a visa and stay for up to 180 days and the Canadian VO knows this. my take is, should you decide to include her in your application(always go with your gut and have reasons for it), please do include her passport data page as an applicant is always advised to be upfront with information, anything you think might count and make adjudication easier for the VO. write a convincing letter of explanation explaining your economic and social ties in Nigeria and bear in mind that this letter carries little or no weight without documented evidence to back it up. point out to the VO reasons you must have to come home and make it clear you don't intend to be a de-facto resident(i assume you still have a valid US visa).VOs , from my little experience, are swayed easier when you point out their concerns yourself and address them convincingly.

Plus your(friend) initial transcript at the 1st POE denial(cos there might be a second. lol), you claimed that you have 7k dollars, and then in your response to the VO at the interview of the later visa application you claimed you have 14k dollars. Can you clarify all of this conflicting responses?

She converted the equivalent naira account balance to dollars to the 7k cash she held . Totaling 14k dollars

It's dicey especially if she used a very popular hospital. For instance everyone knows Rush in chicago and except you are extra creme -de- la -creme it may be hard to convince anyone you are birthing there without having sufficient funds, unless you were given a special discount. You have nothing to lose at this point though, re-apply and see how it goes.

It may help if you get the full details from your friend as at the moment everyone is brainstorming on few details.

I know that when a visa is cancelled without prejudice it implies that it was cancelled without reason (usually when a person changes visa category or is reissued a new visa while a valid visa still exists. In this case there is no issue with reapplying and subsequent applications would be treated based on their merit.

I suspect that when it is cancelled WITH prejudice it may mean the exact opposite ie it was cancelled with reason. Your friend is in the best position to determine what that reason was. The only way anyone can guess is if she can share the transcript of her POE interview as well as her visa interview. That reason is essential to her subsequent applications if any.

Not sure whether I saw this earlier but has she been in the US before or it was her first time?

2.I went with letter of intent too but it wasn't my first visit, however I had detailed Dr & hospital correspondences

3. The cash isn't small for the St Francis, Mount Sinai, Roseland etc but it really is small for the IMD hospitals cos those places are minimum $20k uncomplicated Vd & that is what most of these CBP use (HMO) so they may not understand..

I can't even blame you cos none was willing to give me letter too back then & I had to use another state's!!
