If you do not respect traffic rules in a developed society, there is a BIG BROTHER camera watching you and will issue a ticket against you, and this forces you to respect traffic by force next time you drive on their roads. When you drive past the speed limits of a particular place/area/road, there is also a BIG BROTHER camera that will issue a speed limit ticket against you and you must surely pay the money which forces you to drive within specified speed limits of their roads.

They respect laws because of strong institutions that are already in place and are supported by a strong economy that sees every worker earning a good salary. How can a policeman in such a society take bribes from the citizens when he earns more than enough for his daily needs? Every of their government system is computerized, so how can you steal and get away with it as a government worker? Moreover, your salary as a government worker is enough for your daily needs which in turn checkmates the greed in you as a human being.
