What is a statutory? The claimed of first tranches of 15 percent in contract should means mobilization for materials to be purchase, the second tranches paid due to an interim report or valuation of work done to that date.
The questions is, is the contractor worked at all on the site?
2. The work done by the RCCG ,is it for the entire road? or contractor had work to certain level? Please let us know.

The church deliberately set out to lie as is typical of them with the intention to rubbish the good name of Alhaji Babatunde Fashola. They have failed abysmally. Their so-called apology is an afterthought.

In this case, whether the RCCG took permission from the appropriate ministry or authority before construction of the said Road or not, the job had been done already by the religious body so, the money collected by the contractor must be returned to the federal government without further delays . The govt needs money at this time to fix a lot of things. Lots of contractors perpetrated fraud during hand over to the apc in 2015,money collected but eaten without executing the contract. Hope Uzodinma is one of them, who was awarded dredging contract by the then pdp but never did anything after mobilisation was paid. Now, he's a saint.

Fashola should write RCCG to stop being a nuisance on the roads. Their Holy Ghost Night is a nightmare to road users.
The last time the HGS service was held was last year March so I don't know the blocking you're talking about, you should be more concern about the animals that block road praying every Friday.

He has been Minister in the same ministry for the 6th year running now, and such contract was awarded and some payment made by your predecessor and we just heard it after a petition was made? What did he do to follow up on the said road contract? If the contractor was not working to do the road, was any effort made to revoke same, or it's not within his power? Did he even present documents to show the date and time of payment?

Do you know how many thousands of cases like this would spring up if the ministry starts digging up the cases (where contractors ditch their project after being paid) from the time of Obasanjo??
