There is an issue that makes it very difficult.

The problem is that people are always migrating and you don't want it to seem like you are insensitive to their culture. What is acceptable in one culture might be unacceptable in another. The Germans had to send people to Turkey to study their culture because a lot of Turkish people were migrating to Turkey and they wanted to know what was acceptable and what was unacceptable.

Imagine the sheer diversity of people that are migrating to America. It'll be very difficult to figure out what is acceptable and what's not.
