With these methods properly put in place, the Nigerian Elections can have turnouts as high as 98%, because this would avail a lot of citizens the opportunity to vote from home.

This is a top notch and secure system idea. Beautiful and well thought out. It just needs some minor adjustments here and there especially for the manual voting process.

It will NEVER work be allowed in Nigeria because it will bring about free and fair elections.

They just introduced mail-in-ballot system.
And they were receiving lots of reviews about it, so as to know which towards which direction they should advance to.
The mail-in-ballot method (as introduced by the US) is an example of remote-voting, which ultimately paves way for the online-voting - which also is another example of remote-voting.

My brother this remote-voting is nice. But it can't work in a country that have fulanis as the power holders. These people don't like anything free and fair. They know that adopting such policy would mean taking power away from them forever and ever. Cos nobody will want to vote a zombie as his/her leader. So they rather remain in this system where they can easily manipulate elections to their favour, either by rigging elections through violence or by bribing the electoral house to annouce a loser as the winner.

I know, what I'm saying is, politicians can send their agents to induce voters. Door to door campaign and influencing the votes of people they meet.

If anyone hack the bank, he will spend the rest of his lives running from CBN, EFCC, even FBI will be invited to help. But imagine a politician giving an hacker as much as a billion or more to tilt the result in his favour, he will do it

The problem our election is the way the north believes you need them to become president because of the kano 1 million voter's. America make sure that no state have more voting power than the other that's why Florida or LA can't determine who win even though they have high number of voters. Let's make each state have equal voting power then apply the new electoral law I think it will help us with rigging and remove born to rule mentality.

Option A4 is the most suitable and the best for Nigeria.
The present Inec and the wuruwuru alterations of Voting Figures makes the Electorate to doubt it's authencity hence Policians are the one making nonsense of the whole System.Those benefitting in the Faulty Nigeria System are doing everything to sustain it that way and care less if Nigeria is moving forward or not!

It will be an insider job. Corruption is hard to kill.

Complete Electronic voting Is a big No. Result transmission can be easily corrupted. The voting would no longer be anonymous. Someone could just employ DOS attack to prevent some section from voting. Compulsory strong Electronic voter authentication, accreditation and manual voting Is the safest not the most convenient form. Only registered Tax payers should be allowed to vote. You vote where you have been legally resident (where you pay taxes) at least 6 month to the election. This would reduce vote buying and under age voters.

Vote counting must both be manual and electronic.
Electronic validation to ensure that each thumbprint on the ballot is not from similar person and it belongs to people registered in the polling unit

Result collation and transmission should Be both electronic and manual. They should both compliment each other. The electronic part would just largely be used to validate the manual process

@OP: Even the almighty America is not using this technology as analyzed. However, the initiative of exploring standard and firm IT tech in our electioneering process should be encouraged. But be it known that Nigerians are criminally minded and are always trying to evade any security measures. Using the OP's idea explained, what stops a greedy and desperate politician from arranging a private voting center where he'll be ready to pay high amounts to collect votes? You'll agreed that very many hungry Nigerians are ready to sell their conscience for a plate of porridge. Electronic voting should be introduced but not privately, a designated polling booths must be used with high security.

Americans Continue to bring in new innovations. And very soon, the Almighty America will start using the technology as I just explained it.
Now, must Nigeria always wait until America does it first?
Why can't we ever be the first to do something that is technologically advanced?
As for the politicians paying huge to induce votes, let them do that. It now depends on the integrity and moral values of those people who got induced. But you see this issue of Results Manipulation and Multiple Voting?? Those ones are far worse than vote-buying.
You see, the Nigerian Government had been trying so much to make the world to believe that the only Electoral Vice we now have in Nigeria is “Vote-buying”.

Mumu, will they announce it that they have hack bank?

Hmmm a system where a voter with valid voter card can not vote unless at his polling unit where the card registered, talk less of electronic voting system. Though it is easy but those controlling the system will never allow it to work.
