I'll rate it 8/10, cos it's responsive and straight forward. What remains is to fill in the site with contents that deals with the various programming languages that you listed.

U can decide to wipe everything and rewrite or better still, make new changes and see the result.
Just do anything that will aid u in understanding any particular topic.
The practice it editor is basically a platform that enables you to practice anything you have learnt so DAT u understand it

which language are u learning?
Yes, u can download a text editor... one of the most popular ones is notepad++
In my tutorials so far, I never mentioned a laptop must be needed... I have only done tutorials on HTML and JavaScript. For those, u only need a text editor and a browser which can both be installed on modern mobile devices.
