January 15, I have deferred already as I don’t want to leave in a rush.

I also applied in January.
Has your eligibility review started? At least that can give you an idea or hope that you may hear from IRCC soon.
I intend to apply for GCMS if I don't hear anything by end of May.

I have been accepted for graduate program in Economics by two universities.

One is giving me scholarship and GA, but it's in the US

One is not providing me full-funding but it's in Canada (just 30% funding)

I have no problem with paying tuition in Canada, but who doesn't like Awoof?

Canada's citizenship package makes sense.

If you had to choose with these conditions, which would you take?

If you mean tuition deposit as acceptance fee, its part of your tuition fee so you can pay. Both can be paid together or separately but ensure you are aware of the school's refund policy

You just need a course related to your bsc. So either one as long as its a pgd, its fine and it goes a long way to show career progression. No course specifically assures you a visa approval. Its dependent on how to prove you have the funds, your intended courses relates with your work experience and bsc then you can pray for a visa approval

Outstanding academic record. (Valedictorian)

Existing businesses.

Strong study plan and career plan spanning 40 more years.

I am less anxious about the visa though, even if it doesn't click (there are options B, C and D). But it should click.

They better have way more than 10m in their account. A letter from the company showing their commitment to sponsoring you will go a long way. It's still a very difficult circumstance tho. The letter has to be very detailed. They must answer the important question.
Why are they sponsoring you to Canada when there are cheaper options in Nigeria.

Yes i get you, they will definitely state why they are sponsoring me, which is for the betterment of the company(even though it actualizes my long term dream as well)in a sense that graduates from Project Management Field is very scarce in Nigeria so they need a Professional Project Manager, in order to be more professional in my present field/portfolio of the company to make the company more standard with more high hierarchy.
Sponsoring someone like me with such profession, increases the company chances for international affiliations
And then, it's only 2 universities that is doing that course in Nigeria
