Prepaid is free...don't allow anyone extort you...you can apply for it free if your apartment is a new apartment, but if there's an already existing meter/account in your compound but you want your own personal account/meter, all you need is to create a sub-account using the existing account, once it is approved, your meter will be delivered to you.

Thinking of taking your meter to another apartment while relocating...kill that idea bro, even if it is possible, the process will frustrate you.
