The first coup 'ruined the federal system of gov't' and not Ironsi! Ironsi unified command and administration under military authourity as would be expected in a military regime! The military administrators of the regions had to answer to Dodan baracks, hence the unification decree! The financial independence and structure of the 4 regions at the time weren't touched!
