Who else is seeing what I'm seeing in this APC? They have woken up and are showing up everyday so that Nigerians will see them as good and nice all for the purpose of winning the next election. Like I've always said: These politicians know how to play us like a card game.

You need to get some more enlightenment. There is a difference between secretary and executive secretary in government establishments. Read the PPPRA Act.

Unfortunately, you failed to post and show us the so-called part of the PPPRA ACT that gave ultimate power of the agency and responsibilities to the Executive secretary over the Chairman because your intelligence failed you.

Post the ACT here for us to see, but I know you won't for obvious reasons.

I'm surprised that going by what you just posted, you did not see the flaws in it.

The executive secretary's job is basically to do what secretaries do, manage the office and make sure that everything run smoothly and at the end of the day, they report to their managers or the CEO or the Chairman.

The chairman is not in charge of menial tasks like secretarial duties of the day-to-day administration of everything.

Executive secretaries report to the Chairman, not the other way around.

The board decides the direction and operations of the agency, not the executive secretary, the secretary carries out actions dictated by the board and ultimately the chairman.

The chairman must sign off on all agency activities and the secretary must report to the board and the chairman at the end of the day.
