El Rufai only said was that it is easier to arrest Nnamdi Kanu because he uses the internet and lodges in 5 star hotels. It is difficult to arrest people like Shekau who operate from deep forests and for instance Niger delta militants who operate from creeks. You can't be using phones and internet and sleeping in nice hotels and expect the government not to locate you.
