Also read about the arms race with respect to the gulf war and Saddam Hussein's role, and you'll understand better. We who followed the events back in the late 80s to early 90s know how all this will play out... A proxy war rather than real war of which Russia will cry over once again.

Only when real war start, we will know if they can actually use it or won't get a bigger surprise.

There are a lot of weird weapons in the US arsenal even ones that can stir earthquakes by altering the magnetic fields of the earth crust. At least the Iranians got a taste of this particular weapon during their last brawl with the US.
