Its better you have a re-look at all the documents submitted and find out which of them might lack credibility or might not be coherent with other document. Appealing is possible but will take forever to come out with no guarantee that their decision will be overturned.
After finding the issue with your documents, you can definitely re-apply. Good luck.

If you are on a student visa, you can probably apply from SA to where ever but you definitely can't apply if you are in SA on a visitors visa.
