If you are going for a cheap handheld device, yes PSP is your choose, it has some nice catalogue of games and remakes and new hacks and reboots.
If you have a money then I suggest a more advanced Nintendo switch, but it's doesn't have popular game titles, but it's still good tho, you can get some recent popular games, Assassin's Creed being my favorite

PS 4 is like home PC, switch is like a laptop or even smartphone that you can carry anywhere

I can play my switch anywhere i like, but i can only play my PS 4 in the comfort of my room or living room

You can get some switch in the range of 90k wink
