Restructure the damn country if you want governors to be held accountable. The system is laced with corruption, and governors will corruptly enrich themselves with security votes, excusing themselves with not being in charge of security apparatus. You easily can end the excuse and make them more accountable to their people by restructuring the country, but the president for other sinister motive will always shy away from this truth.
