Kenya road network is now 250,000kms.
Yes the total paved road network is small - trending toward 25K,
But most rural roads are well maintained murram roads. The County gov (like Nigeria states) spend their time periodically maintain murram roads to be all weathered.

In Ghana, you can easily fly drones anywhere you want maybe apart from airport zones which the reason is well known[b]. In Kenya, the prime areas and some neighborhoods are a no go zone for drones[/b].
