you can withdraw with any account - whether savings or dom. thought payoneer's exchange rate is very low, so it's best you use a dom account to withdraw or you sell to external exchangers through payoneer pay at a much better rate. The last one I sold to external exchanger was at a rate of 490/$. Withdrawing directly to savings account will put you at a loss because they'll keep using cbn's official rate to do ur conversion

It's the virtual dollar card. You can't use the naira card to pay.
