Tinubu was the driving force behind the forum from 2000 to 2005 when it was very active. The dirty politics that played out between Obasanjo, Atiku and Tinubu in the months leading to the 2007 election was what caused the collapse of the forum.

Tinubu was doing everything possible to win back the southwest states for the opposition party. He was also schemed to bring Atiku, the then Vice President to contest on the platform of the opposition party. So, PDP governors took side with Obasanjo and the forum just went into hibernation since then.

The first meeting of the southern governors in the 4th Republic was held in Lagos in October 2000. The Southern Governors Summit was used to coordinate the fight for resource control and more importantly, the fight against the onshore/offshore dichotomy. It was also used to demand for devolution of powers (state police, etc.).

Offshore/Onshore Dichotomy.

The 1999 constitution stated that a percentage of mineral revenue that was derived from a state should be given to that state. It also stated that the National Assembly should meet to determine what the percentage would be, but it must not be less than 13%.

The Federal Government led by President Olusegun Obasanjo paid the states 13% of the revenue derived from minerals in their states. This was because the National Assembly did not set any percentage, so the Federal Government simply used the percentage that was mentioned in the constitution.

However, there was a problem.

The Federal Government stated that any mineral (that is, crude oil) that was found in the ocean, off the continental shelf of a state, belonged to the Federal Government and it would not pay any derivation funds to any state for it.

The states argued that they must have a share of the revenue from such minerals, regardless of the fact that they are in the ocean.

The battle was waged in the National Assembly and in the courts. State governments sued the Federal Government. The state governors were meeting to coordinate their strategy, but then there was a division. A few northern state governments took the side of the Federal Government and so the Southern governors then decided to coordinate their strategy through the Southern Governors Forum.

Politics crept in ahead of the 2007 elections and the Southern Governors Forum did not meet between 2005 and 2017. Their wives continued to hold meetings, but the Southern Governors Forum did not meet.

Until recently, the host governor usually acted as chairman and spokesman of the forum.

They were successful. President Obasanjo ended up doing a political solution in which he accepted that there was no difference between onshore oil profits and offshore oil profits. The National Assembly later passed a law that reflected this view. Northern state governors and one southern governor sued the National Assembly because of that law, but they lost at the Supreme Court.

The battle for the abolition of Onshore / Offshore dichotomy was mainly fought by the South West Governors led by Tinubu and Chief Olusegun Osoba under the Littoral States and FG battle. They were lucky that Obasanjo was the President and Obj have sympathies for the oil producing region especially Port Harcourt. The most affected State by the Onshore / Offshore dichotomy is Akwa Ibom. The abolition of the Onshore / Offshore dichotomy made Akwa Ibom a very rich State today.

The Southern States governors forum was very weak because of a region in the South.

In 2017, October 22 when AMBODE and Emmanuel Udom of AkwaIbom jointly hosted Southern States governors forum in Lagos, it was a flop. The social media was very hot that night. Apart from Ekiti gubernatorial elections, that day was the hottest day on Social Media. There was fierce battle between two regions in the South. There were insults. A lot of historical manipulations. Different versions of history of Nigeria and that of Civil war. The people of a particular region said they don't want unity with another region in South. It was a tough battle. The meeting ended in flop. I remembered I posted almost ten times on nairaland alone.
