I think the helicopter may have shot at the boat thinking it's a bunkering boat, since these goods boats and the ones used in bunkering activities are of the same type.....in all, its very wrong to just open fire without confirmation. I hope the security agencies get around this ASAP....I suspect those pipeline security contract guys are the perpetrators.

Bunkering boats are not shot at because of their flammable Cargos they are arrested and their Cargo Seized

And in case you haven’t heard the Bunkering business is Controlled by Security Agents especially Senior Customs and Navy Officers .
