Some states will eventually merge with some other states if they really practice true federalism. I have said it before and I will say it again. Why is authorized VAT collector causing problem if not that some States (Both northern and southern) are so useless, lazy and their Leader lacking foresight to create welth but expects stipends from FG every month.
