The questions appear to imply house officers have funds for training but those funds were usurped by residents and consultants

The same House officers that had their salaries scrapped

But residents have been complaining of no funds for their trainings? The problem is that clinical Doctors are not online to respond to this.ARD needs a dedicated communications unit made of staff they pay...That's quite simple enough,pay them with your nationwide dues and let them bring these issues to you and tell them what to explain to the general public
I think you are right. The ARD is not communicating with the general public properly and this vacuum leaves the government to ascend the moral high ground with what I know is blackmail.

Those who are conversant with the health sector in this country know that the fundamentals are firmly in favour of the doctors.

Every year the manpower deficit continues to widen and with recurring bad governance the nation yields its moral justification to keep the few that have decided to remain in service.

And people should realise this. The doctors in service today are either leaving or will leave when the unsavoury conditions overwhelm their personal preferences in staying and the reaction by government today is not helping.

Anybody that was paid wrongly and refused to return it should be arrested and jailed. Buh remember, it is the same govt that inserted those names not the Resident Drs thru the cmds. So if they are to arrest, they should start with the minister of health and the ppl incharge, minister of labor and their ppl for not verifying and making payments wrongly. Then go down to the heads of hospital and office of the accountant general and ippis before the Drs that refused to pay back.

Dr. A leaves residency and travels to saudi for greener pastures. He does not resign his job in the hospital in Nigeria. He connives with his Chief resident who still fields his name in the duty roster to look like he is around. Duty roster is submitted to hospital admin. Then Dr. A also connives with bad eggs in the accounts section. As a result his name still remains on payroll. When salary comes, accounts man has a cut. Chief resident has a cut. When there is verification by ippis, the accounts man connives with ippis officials from abuja and everything is covered. Dr. A gets verified even while he is working in saudi. When it's time for residency training fund, same thing happens. Even some consultants smuggle themselves into the list. Now tell me how it becomes the politicians fault. We are very corrupt in this country. People shout corruption when they are not benefitting.

The predicament of the doctors can be likened to the popular saying in our local parlance which says "trouble dey sleep, yanga go wake am." Now 2000 NARD are about to lose their jobs due to illegal employment while others are to face the EFCC for collecting training allowances.
Na the Doctors be the admin officers that is suppose to know the genuine Drs eligible for the paymenthuh Na the Drs wired into the money into themselves accountshuh

Government cannot be serious with all these threats ....They should give Doctors what is due to them , so that they can call off the strike.

Exactly why those Administrative Officers should be jailed!

The said Drs can prove their innocence...some can even claim they are not aware money was paid to them.

For me, administrative lapses is the major cause...if Drs approached Accounts for shady deals, why not report..why act it outhuh

Most of the posters above me, and after me, I'm sure, obviously didn't read the article to understand, like typical Nairalanders.

Resident doctors in federal health institutions like teaching hospitals are ordinarily employed by the ministry of health, through the CMD or chief managing director of the hospitals. When such a resident doctor is recruited, he is given a postgraduate residency number.

However in some cases, the ministry of health accepts and approves waiver requests from the CMD to directly hire and employ hospital staff, Doctors for instance. The problem is, Nigerian civil service bureaucracy is legendary for its inefficiency and corruption.

It can take ages for the ministry of health to issue a waiver. So, many CMDs go ahead and recruit staff they need after submitting waiver request without waiting for approval, and add their names to the payroll and postgraduate residency allowance list.

So the issue here is that the federal ministry of health did an audit, probably in a bid to have something to go after the doctors on strike with. The audit revealed that many doctors with pending approval waivers were employed and had been receiving salaries and allowances.

So the Federal Government negotiating team is using that to blackmail the doctors into ending the strike and has asked them to pay back the allowances, claiming the Government would approve the pending waivers only if the strike would end.

The resident doctors, being Nigerians and with an understanding of the Government, have agreed to refund the allowances, but refused to end the strike unless the Government addresses the other issues they raised, satisfactorily.

Hence the standoff and all this sensational journalism.

You left to a place they pay you 4 to 5 times what you were paid in Nigeria and you still latch on to the Nigerian pay. Now that is the origin of the illegal employment Ngige is talking about. Doctors are eloping in their numbers, but this elopment doesn't reflect in the payroll. The result is that there is increased workload on those present who complain bitterly to the CMDs who in turn see that the work load is much. CMDs in turn cry out to FG to employ more hands because of the increasing workload and the declining number of doctors. However, FG looks at its payroll and sees that there is no declining number of doctors since they are still paying for such numbers who still get verified each time officials are sent to do verification. FG refuses to employ. CMDs out of pressure and to prevent collapse of the hospital now employ. This is the origin of the illegal employment. The rot is just too much. Most of those who have left the country are the ones causing most of the issues and damaging the sector. Not just doctors but nurses and other health workers too. NARD knows this. Some of us are perpetrators too, but the rot is too deep.

you don't understand how complex running a system is. A CMD will not know who has left for instance department of internal medicine unless the HOD writes to personnel or the doctor in question resigns. These teaching hospitals are not hospital of staff strength of 20 or 30 people. He wont even know everyone. Until you run a large system, you won't understand. You will need help of staff to know all these. If those staff are compromised, then you won't know what is happening. Management is not abc. Its complex. The corruption tie wrapper. If u are not in the system, you won't know. For instance i know minster of finance will always get confused after hearing that 2000 doctors on their payroll have left the country, then she sends ippis team to verify. Only to get report seeing that no 2000 left. She sends another one ,same thing. Do you know how many times they do verification? They know there is a problem. You can only send humans under your employment to verify. They are all corrupt. Any new team you send sees it as opportunity to make their money. The problem with this country is not the politicians but us. Its easy to apportion blames. The rot is deep.
CMD is employed by FG and will always report to FG.

Now let me educate you. Fg itself via their corrupt budget officers wrongly paid the residency training fund into some consultants and medical officers account instead of resident doctors. This lead to some eligible resident doctors not the get their entitlement. Fg got to know this and requested for refund from those that were wrong paid before they can pay those that did not get that 2020 mrtf. Now 2021 allowance is still yet to be paid!
