Heavy rainfall means that there is too much water and if some of that water is not released, the pressure would be too much on the dam and the whole thing might collapse.
You are very correct. He can read about the flooding that occurred in Ibadan in August 2011. Sure they are trying to prevent something similar.

If not released the entire dam system will be overwhelmed and will fail and dam will break.. if that happens it will lead to a disastrous flood 1000 times worse than if it was a controlled release..

The Ogun River empties into the Lagos Lagoon in northern Lagos, near Ikorodu. That's the way nature made it. The Oyan River empties into the Ogun River, the Ogun River empties into the Lagos Lagoon and the Lagos Lagoon empties into the Atlantic Ocean via creeks and channels.

The Oyan Dam was built across the Oyan River.

Usually, when rainfall is heavy, excess water is released from the dam in order to reduce the pressure. If you know how a dam works, then you'll know that water is released all the time, but the difference in this case is the volume of water that is being released.

The dam could collapse if the water is not released and the pressure becomes too much.

Now I am convinced that even a lot of people on nairaland don't read.
A dam is constructed on an existing waterway after the topography surrounding the river has been thoroughly studied.
The dam is erected at the best location usually on a narrow portion because it doesn't make sense to erect a fence in water across a wide area( that will be foolish) and secondly the narrowing of the river increases pressure at that point especially for use by turbines to generate power.
Upstream before the dam water begins to accumulate and further increases the pressure at the dam which is put to use to work the turbines.
If the turbines are out of use as is usually the case and you have excess rain,the communities that are relocated during the construction of the dam will still be in danger because even though they have moved to higher ground,their homes and farms will be destroyed by the rising backlog.
The only option is to occasionally release the water downstream (like taking a leak when your bladder is full)
Unfortunately we have a lot of low lying areas around the course this water takes into the ocean hence the almost annual flooding.
Nigeria no get the money for the technology required to solve this problem but in countries like the Netherlands,naa pikin play be this issue.

So far houses are built on where water should flow through, no engineering control can prevent your house been flooded when you build on the wrong location. The best thing is not to build on where water flows through.

It will cost the Government billions and billions of naira to prevent the water from flooding residential areas o. I don't think any state government will wanna spend billions on such a project yet.

the integrity of the dam would be compromised "i.e there could be a total collapse" if some of the excess water coming in isn't shed. That could be a disaster
