I paid into his account for his service at about 4pm yesterday and since then he have not picked up his calls and have not responded to his watsapp

Go and report to the sib police unit and get a court order to freeze the account and revert the money from the account or any account that is linked to the bvn on the account...simple...involve a good lawyer to help in the process..nah sharp sharp you go get your money back

He would be asked to return the money within a stipulated time. If he doesn't, his account will be frozen.

Just reporting isn't enough, you'll need court order and proof of communication and transaction. (Emails, chats etc)

If there is any court near you (it's not free). I don't know how Eco bank services are but, Zenith, UBA and a few others (First bank etc) handles fraudulent acts.
First report to the bank first.
