There's only one refinery in the north.
It relies on heavy crude, which has to be imported.
All southern refineries use Nigerian crude.
If you fix all four, how will that of Kaduna get product for refining?
So like it or not, even with a southern president- Obasanjo, Jonathan- regional/ethnic politics will ensure they remain moribund.

Then there's the never ending construction of the Dangote refinery, with ever increasing costs- now rising up to $19 billion, with an assumed 2022 midyear start.
If you fix/sell/start using the others, where will he get customers from, when the others are fully functional?
And the moment Dangote's refinery starts production, the others will die a permanent death.
That's why they will never work.
Unless...
