Former President Olusegun Obasanjo has said the four oil refineries in Nigeria will never work.

The four refineries are located in Warri, Port Harcourt and Kaduna states.
Obasanjo said the refineries will never work as long as the government continues to hold onto them.

The former president who stated this in an interview with The Cable Online Newspaper, said Shell Oil Development Company turned down his offer to them to run the refineries.

He disclosed that after much persuasion the managing director of Shell, at the time, listed four reasons why the oil company wouldn’t get involved in running Nigeria’s refineries, including “too much corruption in refineries.”

Recall that President Bola Tinubu last month assured that the petroleum refinery in Port Harcourt will start working by December 2023.

Tinubu, had in a statement by former presidential spokesman, Dele Alake, in August, said the “Port Harcourt refineries will start production by December 2023 after the completion of the ongoing rehabilitation contract between NNPCL and Italian firm, Maire Tecnimont SpA.”

The President stated this when he met with labour unions at the State House in Abuja to halt the last nationwide protest.
Labour, had among other things, demanded the government’s commitment to getting local refineries to work, an objective that has gulped about N11.35 trillion in the last 10 years.

But responding to a question on the state of Nigeria’s refineries in the interview, Obasanjo said, “They will not work as long as the government is keeping hold of them. When I was president, I invited Shell to a meeting. I told them I wanted to hand over the refineries for them to help us run. They bluntly told me they would not. I was shocked.

“I repeated the request and they stood their ground. When the meeting was over, I asked their big man (MD) to wait behind for a little chat. Then I asked him why they were so hesitant on not taking over the refineries. He said did I want to hear the truth? I said yes. He listed four reasons. One, he said Shell makes its money from upstream and that is where its interest lies. Two, he said they only do downstream or retail as a matter of service. Three, he said our refineries would be bad business for them, that globally, companies are going for bigger refineries because of the economics of refineries. Four, he said there is too much corruption in refineries.

“I thanked him for his honesty. I knew we had a big problem in our hands. I had virtually given up hope on the refineries when God did a miracle. Aliko Dangote and Femi Otedola approached me and said they would be interested in buying two of the four refineries. They said they would buy 51 percent stake in Port Harcourt and Kaduna. I was over the moon. I said, finally, this burden would be taken off the neck of the government. They offered $761 million and paid in two instalments. Unfortunately, Umaru (President Yar’Adua) cancelled the sale and returned the refineries to NNPC.

Today, we are still where we were. Someone told me Tinubu said refineries would work by December. I told the person the refineries would not work. This is based on the information I received from Shell when I was the president."

Nigeria is a Geographical Contraption of diverse Ethnic Nationalities that are not ready to unite and work as one entity.
Only way forward is Restructuring or Balkanisation.

Nigeria like holding on to failed projects.... The citizens do so for emotional reasons and because they believe in the lies told to them by politicians while the elite do so because they are beneficiaries of the corruption around it.

Those refineries will never be profitable... Know this and know peace

Well, out of the points the Shell MD stated, it’s this corruption that’s the main issue and he’s very right.

Restructuring is a scam bro! Don’t fall for it! What exactly do we want to restructure? Do you remember Vision 2020 scam?

The best thing we can do is to go back to regionalism! To me, this is the best solution. We were using it before and it worked for us!

SW Governor’s have been calling for the regionalism but other part of the county are still quiet. We should go back to regionalism then things can change. Imagine we go back to regionalism and:

Fashola is to be western leader premier..
Donald duke to be southern leader premier..
Kwankwaso to be northern leader premier..
Dave Umahi to be eastern leader premier..

I believe this is the only significant thing we can do, any other thing aside from that is like fetching water inside basket..

Obasanjo till tomorrow will be the best president we ever had since 1999. So when he is saying this. He knows exactly what he is saying.

Just like telecommunications in the hands of government when David Mark as Minister of telecommunications under Abacha said telephone is not for the poor. They won't make it work lailai until that sector is unbundled patapata.

He came at a period of dire economic problems with foreign sanctions here and there. His cabinet still the best. Not this one that Bulabalu went to bring the same set of people we've always known

His Telecommunications sector revolution was super.

The Banking sector was a total turnaround too .Mega super.

The Nigerian middle class grew under him. His first announcement in 100days was increasing the minimum wage to 3000naira.

A Bag of rice was sold for 1200 then or so. That meant with your minimum wage you could buy two bags of rice

Civil servants started buying cars and properties. People who before now, House agents will say House for rent,Not for civil servants

His only mistake was handing over to a Yaradua who was a socialist after he failed in his 3rd term bid which fortunately his party blocked.

Yaradua cancelled the sale of almost everything. Inclusive of power has obasanjo has set motion for the total unbundling of the power sector just like telecommunications.

The swines that took over especially the ones from 2015 are just beating about the bush.

Even if you want to talk about infrastructure sef,the Lagos Ibadan expressway sef,he was the one that constructed it as Military President

Nigeria is just a criminal enterprise being ran further and further aground by a bunch of power cartel who have sworn that it will never witness anything good. Imagine this is Nigeria's 63 years of forced but failed Nationhood.

The CBN, DPR/NNPC and Petroleum minister position are haven of recycled putrifying corruption in successive governments because of bad leaders and weak institutions.

It's easier for Yorubas to hold their leaders accountable than Nigeria to do so

Truth.

It was an open secret that all the refineries were sources of uncontrollable looting. It was an open secret that TAM was an avenue to reap the nation off. It was an open secret that the systematic destruction of the refineries involved persons in position of power and staff.

Nigeria needs a strong and determined leader for things to work. We need a leader with a very strong will to move the nation forward. Unfortunately corruption has gotten the better part of the leadership and the people support corrupt leaders to continue with their corrupt ways.

Nigeria government is too corrupt and incompetent to manage any enterprise successfully.

Even if you have a corrupt free leader who has the mind of the people, the evil government workers will never let the refineries function well.

The mistake we made was not selling the refineries off. I agree with Atiku's stand on this.

He muted the idea of selling them first although people like me crucified him then lipsrsealed

Who are the people who have monopolized NNPC and turned it into their ethnic business in the last twenty something years? They will never allow any other ethnic group to come close to NNPC, even though they don't have oil in their state. They propagate corruption in the refineries and use their kinsmen to cover up corruption. They have also monopolized other juicy sectors or parastatals like FIRST, Forex, customs, EFCC, army, etc.
