This may sound insensitive, but it must be said.
It's long past time that citizens jettisoned their docility and became active participants in governance.
The price we must all pay for freedom and democracy is eternal vigilance. This means you and I must each tighten our belts, roll up our sleeves and get to work.
We must get our hands dirty as we till the soil, in order to read the harvest and #GetGoodGovernance.
Therefore-
1. You have a constitutional right to protect your life, family and property- in other words, self defence. Stop wailing and use it.
2. Your state has a CSO. Start a class action lawsuit against him for his failures in his most basic duties.
3. Write to all your govt officials- LGA, HA, NASS- demanding either an effective action plan or a recall from their seats.
- After all, they're your servants.
4. Form a network with all other affected towns, villages and communities- share intelligence, offensive/defensive tactics and create awareness amongst all your people's- including children.
5. Spread the word, so that all your people know. It's the only way things will change.

The entire machinery of justice and political power in Nigeria has been hijacked by people whose priority is to ensure that invading Fulani terrorists and their diseased cow herds arrogate the right to grab land and food crops by force of arms everywhere in southern Nigeria.

With this sobering fact in mind, there is no hope at all, of seeking legal redress in a bid to evict those murderous invaders from the land they pollute, despoil and poison with their presence. The most expedient manner by which to frighten away cattle AND their skeletal humanoid companions is therefore to apply COW BLOOD AND BONES to all farmland in carefully hidden car tires and to repeat the application of those olfactory deterrents on a regular basis.

even if they can't rear cattle on the land, what stops them from continuing the violence?

Getting rid of cows using the smell of their own blood will reduce the likelihood of confrontations between farmers and the terrorist invaders who bring cattle for the purpose of destroying planted crops. With fewer direct confrontations needed for farmers to get rid of the parasitic cattle herds, the probability of getting murdered by the invaders is greatly reduced.

In the 1940's Germany was under the dictatorship of Adolph Hitler and the Third Reich he led in a bloodthirsty reign of teror. Until Hitler was killed at the end of WW2, it was a sin to be of Jewish ancestry in Germany, and as such over 6 million Jews from all over Europe were rounded up and massacred in systematic ways. There was no point in standing up to Hitler's laws at the height of his power, because all who openly opposed his policies and government, were caught and killed instantly.

Drawing an analogy with present-day Nigeria, the powers that be have decreed unofficially that it is a sin to protect one's crops from parasitic terrorist herdsmen and their food-crop gobbling cow herds. As a temporary measure, while Nigeria's southern state governors enact enforcible laws outlawing free-ranging cattle herds, farmers must resort to ingenuity and cunning in order to protect their crops and livelihoods, in a way that is not readily apparent to the vengeful and bloodthirsty invaders.

It is in that category of "silent covert resistance" against politically connected invaders and their crop-devouring cattle, that the use of cow blood merits consideration by those who seek to avoid counter attacks by the terrorists and their military backers.
