Not nearly enough. We should be looking at 1% of GDP per annum which is still below international best practice of 2%.
1% of GDP is $4.5bn.
This works out to $20bn in 5 years. This expenditures should go into MTEF&FP.
There is a way you spend this money that the local economy is positively impacted.

There is no way anybody fit confuse me UGM and Boko Haram are the same.

UGM is fighting for freedom and feel they are protecting their lands from invaders , while Boko Haram is fighting a religious war.

But few Igbos action in UGM can't be use to judge every ibo man, just the way few Muslims action in groups like Boko Haram will not be use to judge every Muslims.

1) Why did OBJ fail to secure a conviction against these terrorists financiers.

Brilliant.

I was discussing with someone on the need for Nigeria to have a Special National Guard Service to counter internal threats. It should rather be commanded like the State Service and not as a military service branch, unless for administrative support. A specially trained and equipped force of about 5000 operators divided into specific task groups is adequate, with support personnel totalling up to 12000-15000. A dedicated force people can trust, separate from the regular army, devoid of civilian issues and rights abuses as much as possible.

To most of the questions you asked, I would say the answer is politics.
I have heard about how the Sharia law came by in different northern state and it is similar to how David stated it but the Sharia law enactment wasn't stop because of politics.

Don't base your judgment on the article, there is a reason popular media groups(as shameless as they are) haven't published it. Many parts of the article were already on the net years ago, the guy just added 1 and 1 together to give 3. The last time a popular news group published one of his articles, they had to re-edit multiple times, he used truecaller to link a serving minister to the murder of a girl.

There is some diplomatic tensions with france , they reduced to half the number of visa delivred for algerians , moroccans and tunisians as firdt step .

Also the french president released anti-Algerian declarations . to seduce french voters from the extreme right politic side, a politic move for the french elections which will be held soon.

Algeria recalled its ambassador in France, and decided to close its airspace to the French military aircrafts which operate in the Sahel

IPOB sympathizers claiming it's not possible for IPOB to be able to burn "a whole DSS office" lmao, many of these offices are just to gather intels, no one will defend them and all you need is a molotov cocktail to burn it down

What's worse, DSS has claimed they attacked the office with the intention of abducting DSS personnel to negotiate the release of some of their high ranking members. It is only a matter of time before they get desperate to the extent of kidnapping school kids to negotiate with security agencies.

Individuals and groups across the country have done this, it is only easier to use religion as a tool in Northern Nigeria, often times the end game is economical and at other times it is political and until the government is much stronger, there isn't much that can be done.
A good example is the man Government Epemupolo popularly known as Tompolo, he has been declared water by the state but the state can't really go after him even though they know where he is. There are many such people and entity across the country. The day human and organ trafficking rings get exposed in this country, many important people will be indicted yet nothing will be done, the state already knows those involved from interrogating criminals caught but there isn't much that can be done.


Another important example is the Panama papers that indicted very important people including Dangote, Saraki and David Mark, today they walk free. Mind you, another document similar to the Panama papers was released today.

The government knows those who sponsored terrorism, but going after them will be quite difficult, I believe this is part of the reason the current government is yet to release the names of the sponsors, many of those people are capable of severe damages.

Orji Uzor Kalu was found guilty and sentenced by one court, released by another and now another court has given an injunction against EFCC to ever open a case against him.

The same with Peter Odili who got a perpetual injunction against EFCC from arresting or investigating him.
Court judgements are for sale in Nigeria and any government that relies on the judiciary will fail woefully.

There are certain loopholes in the constitution that allows for things such as this that the corrupt judges make use of. The judiciary is as corrupt as the police force and any attempt to go after the corrupt judges will result in the government losing a lot of important cases.

This was in 2016 when DSS was raiding the homes of judges and gathering evidence against them.


But a debate rages on over the propriety of the DSS’ raid, even though Femi Falana, human rights lawyer, has revealed that judges suspected of corruption usually rush to the court to prevent their arrest, investigation and prosecution, once they have been invited by the Independent Corrupt Practices and other Offences Commission (ICPC) or the Economic and Financial Crimes Commission (EFCC).


What eventually happened?

On Saturday, the Nigeria Bar Association (NBA) condemned the arrest of the judges, threatening “consequences” if they were not released. It also declared a state of emergency, constituting a crisis management team to wade into the problem.

The Senate has described last year’s invasion of homes of some judges by operatives of the Department of States Services (DSS) as an illegality.‎ The parliament which came hard on the security agency said that there was a need for all government bodies to operate within the confines of their mandate.

Not surprising as the senate president and many law makers were also battling anti-corruption cases around that time.

Mind you, the Chief Justice of the federation at the time was eventually charged with fraud and was advised to resign by the judicial council.

Now when 3 of the 4 arms of government are against one, how is the one expected the win?

The day human and organ trafficking rings get exposed in this country, many important people will be indicted yet nothing will be done, the state already knows those involved from interrogating criminals caught but there isn't much that can be done.


Another important example is the Panama papers that indicted very important people including Dangote, Saraki and David Mark, today they walk free. Mind you, another document similar to the Panama papers was released today.

The government knows those who sponsored terrorism, but going after them will be quite difficult, I believe this is part of the reason the current government is yet to release the names of the sponsors, many of those people are capable of severe damages.
No denying there aren't underlying issues in other parts of Nigeria with ideological issues binding them. E.g I believe cultism is a simmering issue that could threaten the fabric of society and state if not curtailed and actors, sponsors, jailed before their cancer spreads.

That the North is mentioned often is just down to current dynamics and the level of funding deployed to shut down threats to almost no avail.

The NASCO revelation for example, should have been exposed and adequate actions taken.
