I don't think so, a lot of structure like that abound across several roundabouts in Nigeria and other places. It's called roundabout about for a reason, if you follow your driving rules, you definitely not collide with other vehicles on the roundabout.

Just when you think you have seen enough drama,another one came up from the Gov..Masari.. why are these men so thoughtless .. they don't know what to do..

That structure does look like a mosque, but I am sure its not a mosque because it does not seem to have where the congregation will perform Salat.
