In fact, there are hardly any country with 15 years as age of consent for sex. What most have is 15years with judicial consent for marriage. The 1994 convention on the rights of the child essentially means that most nations can not lower age of consent to abnormal levels.(for nations that have acceded to it) most have a commitment to eliminate child marriage(which includes marriage lower than 18yrs in most of these countries) by 2030 as part of their SDG.

I actually use the word mostly. The poor also do it. However, it is quite improbable that children will be given out to a suitor that will not provide substantial economic benefits to the bride's family. Its more of a sale of the child.
Of course, it can be done to remove the burden of taking care of the young bride, but its more rampant to "sell" to the highest bidder.

By the way, there are underage grooms too. I've not seen any marrying a 60yr old woman though. Its always underage groom and bride.
